On 31 May 2017, the Australian Anti-Dumping Commission (ADC) of the Australian Ministry of Industry, Innovation and Science announced a preliminary decision and published a Critical Data Sheet for the anti-dumping investigation. Dumping and anti-subsidy for imported galvanized steel products from India, Malaysia and Vietnam.
The ADC preliminarily determined that the imports from India, Vietnam and Malaysia were dumped and that the dumped goods caused significant injury to the Australian domestic industry. The dumping margin with Vietnam is determined from <2% to 14.2%. Devaluation margins with India are 7.6% – 14.3%; with Malaysia being 14.5% – 16.5%.
The ADC determines that the margin of subsidy for Vietnamese producers / exporters is below the minimum; The subsidy margin for Indian producers / exporters is between 3.6% and 6.2%.
Based on the results of the investigation, the ADC proposes: (1) the imposition of anti-dumping duties on exports from India, Malaysia and Vietnam (except for some of the defendants in Vietnam It is assumed that there is a minimum margin of dumping [<2%]); (2) imposition of anti-subsidy tax on goods exported from India (no anti-subsidy tax with Vietnam). As a precaution, in order to ensure a significant deterrence of injury to Australia’s domestic industry, the provisional measure will be applied to the product under investigation from 1 June 2017, while the investigation is still ongoing until the ADC issues a final conclusion.
